DUTIES ANALYSIS:
OPD splits its force between patrol officers (crime) and traffic officers (parking, speeding, safety), and Public Works gets involved in any infrastructure changes (signs, stripes, etc.). However, PW takes the reports and directives driven from OPD, Lt Banks especially as key data for planning engineering changes to the roads. In the case of Skyline, we believe that a complete end-to-end audit of the roadway is imperative given the complex mix of, drivers, m/c's, cyclists, pedestrians and the varying problems related to lack of shoulders/sidewalks, collapsing roadway ( 1500' north of Shepard), blind unmarked corners, crowned roadway and cracking, and lack of controls and crosswalks at certain key locations. / bh 8/05/06

Traffic Supervisor
Lt Banks is in charge of traffic safety for Oakland, directing strategy, education, enforcement, and also makes recommendations based on his findings to Traffic Planning to influence action on engineering changes.

He directs motorcycle officers and manages their deployment for traffic enforcement, as well as the development of educational programs and pressuring for changes in road engineering to traffic planning. If you have specific changes for example in road engineering to suggestion, compiling this data and making Lt Banks aware of it is an effective method of actioning change. We will also compile engineering in a new page on this site which should be up shortly. /bH8-5-06


OPD trailer program - 238-3155- traffic

Incidents Traffic Department: these officers are in charge of traffic safety, though heretofore they refused to engage any enforcement in the skyline area - I have made at least 25 requests via phone and email and 30- 911 type calls in 5 yearsl, no response. Apparently it is well known among citizens as well as the offenders, that there has been near zero enforcement on Skyline, and as as a result, bikers and sports cars can race her with impunity. Many people have tried for years to get enforcement on Skyline, but I am yet to speak with a single person who has EVER seen or heard of a single officer involved in any enforcement efforts. Evaluation so far is that citizens believe the OPD does not care about this area ore the reckless criminality of the speeding up here, no one knows who to call, and the perception of the OPD is highly negative in general due to the aforementioned causes.

We hope that through new and proactive efforts which include enforcement, education and engineering that this trend can be reversed right away, and the situation can be largely abated. /bH8-5-06

Officer Brad Young
We understand that Brad may operate on bikes and have a role in community policing, although this has not yet been confirmed. We understand he is a nice guy and could play an important role in communicating the issue to the bikers in general, and may be someone who could approach them at the "wall" and get the message out. Info: Per Nick Vigalanti, former head of Montclair safety organization -officer is suppose to handle neighborhood program for this area from 1-06;

8-3-06 update: Officer Brad Young is no longer assigned to the hills, but was a dedicated motorcycle cop who went the extra mile to help ward off problems and keep residents informed. At present we have no assigned police officers to our area.

I understand that Brad may have now been assigned to another beat - will update if/when I find out more about Officer Young

I spoke with her 7-31 on the incidents, and she was very concerned
I have know her about 2 years and she can play an active role in developing local community emergency/eyes and ears - safety organizations - and has tools and methods that are "tried and proven" for engaging in this activity. She will attend local meetings organized in this capacity

UNDERGROUNDING

Do you want to see the eletrical wires and poles on your block removed?
Given the consequences of last years storms, and that the outages were largely the result of trees falling across lines, it would see logical to short list many areas in the hills fro "undergrounding" as it is called by PW

please write to the them all let them know of your interest in this.

Shepherd - perhaps from the firestation up to Skyline would seem an excellent one to short list - given that there were 3-5 poles knocked down last year alone, resulting in outages up to 72 hours
